This Executive Order amends regulations to enhance the security of vessels, harbors, ports, and waterfront facilities in the United States. It is in response to persistent and increasingly sophisticated malicious cyber campaigns against the United States. The order includes various amendments to parts of title 33 of the Code of Federal Regulations. These amendments aim to prevent damage or injury to any vessel or waterfront facility, to safeguard ports, harbors, territories, or waters of the United States, and to secure the observance of the rights and obligations of the United States. The Commandant of the Coast Guard is given the authority to enforce these regulations, in coordination with the Department of Justice and other relevant executive departments and agencies.
